Duty Finder ALWAYS stuck on "Reserving Instance"

Every time I use the Duty Finder (no matter what time of day. I have even tried it at 6am) it always just says "Forming Party" and "Reserving Instance". It NEVER makes it past that and is hindering my progress through the game. I have had to rely on finding friends to party with and they have to start the finder, not me for it to work. This has happened to me on Sastasha, Tam Tara, and now Copperbell Mines. It also does not function for me for Guild Hests either. PLEASE HELP !!!
