Ability to purchase incorrect veteran reward swimwear intentional?

Steps:
1. Exchange Cascadier Uniform Voucher for swimwear of opposite gender of your character
2. NPC allows you to complete the exchange regardless of the fact that you cannot equip it

Is this intentional? I mistakenly bought both male and female tops and submitted a ticket after I realized my mistake. Can this be fixed in any way since there's no way to reacquire them by ourselves?

Yeah - this is a bit silly - specially that it will NOT warn you in any way (on the web or in the item description in game) so it's very easy to get the items of the wrong gender here. You need to place a GM call about that and after you'll receive the first bog standard reply to go to forums and FAQ pages, open new GM call (as you'll unable to actually reply to the first one due to it being already closed) and politely explain that you've been directed to the GM call in game by the very same FAQ they've sent you to read and that you'd really appreciate theit assistance in game now. Normally - you should be contacted in short while by one of the GMs. They will ask you to drop the incorrectly redeemed item(s) and then most likely take you to the prison to give you the correct one instead (be sure to have free slot in the armory for it). Enjoy your time there as that's the place you'd not be able to reach or even like to be under normal circumstances.

Item actually displays symbol for male or female in the description...

Doesn't the promotion state that the suits are by gender?

They should just give out 4 coupons so you can get both sets, male and female for those people who will use the Fantasia potion.

No - all it says (actually shows) is the picture of both sets so you can easilly assume you'll be able to obtain both at the same time.

It be nice if I could discard the wrong gender items. You can't trade them, sell them, and they don't go into the armoire. I tried to discard the items, but that option is grayed out. Like the poster, I too am stuck with a wrong gender swimsuit. At the moment it resides on one of my retainers. Waste of space...

I think you're talking about different ones - those ARE bugged - but the Veteran reward swinsuits are discardable without the problem (see also my first reply above), the issue here is that if you'll redeem the item(s) of the wrong gender for your character you'll unable to redeem more as you have only 2 vouchers per character.
