Unlocking Rank 3 Hunters Log for GC?

So I completed my Rank 2 Hunting log for Ul'dah, am at the highest rank in the GC, and at level 50. Yet I can't apply for promotion because I'm told I also have to complete a trial from the commander. Fair enough.
Turn to the right and the commander has no quest for me... So I'm stuck?

Is there some sort of prerequisite I'm missing? He's not giving me any indication of a quest to unlock my next set of promotions and my rank 3 hunting log.
I can't seem to find an answer to this anywhere.

"Our records show you have yet to receive the commander's approval. You would do well to seek him out to be assigned a trial."
So.. he's not giving me a trial... So....

Have you finished the story? Do that and they'll send you to Amdapor Keep which will unlock hunting log 3 and the (current) final rank of Second Lieutenant.

I haven't finished story yet, but I have amdapor already unlocked

Finish the story and it unlocks when you get promoted from GC
