Can't rank up in Maelstrom to First Storm Lieutenant?

So I just dinged 50, have 24,498 seals, have completed my trial (Dzmael Darkhold) and the rank 2 hunting log. The promotion NPC says I haven't completed my trial and that I should go talk to the commander NPC. She just talks at me because I've already completed my trial. I can't rank up.

Has this happened to anyone else?

First Lieutenant Ranks aren't accessible to players yet from my understanding max is Second Lieutenant, but there will be more based on the GC shop screen

Complete story mode(1st) and she will ask u to complete AK.

Have you finished the story yet? Afterwards they'll give you another quest to go clear Amdapor Keep which allows you to rank up to 2nd Lieutenant. However, that's currently the cap.
