War relic bugged?

I have completed the zone progression culminating with a quest to do andapor (cleared and finished). I have completed the job progression (have level 50 ability). I have completed all hunter logs (just in case). I have even gone back and done every dungeon between 45-50 to make sure I didn't miss any 'flags' and still nothing. Also max rank with company.

Any suggestions?

For whatever reason relic reborn started at Gerolt for me, even though I never did the first several steps. Oh well.
