Subscription/Billing Issue - Philippines

I have a few questions about the billing in this game. I have tried searching for information on it but sadly, most of the results I got usually involved the info itself being outdated and the user ultimately giving up. I hope someone out there has had a similar issue and found a way out of it. If you have experienced something similar, feel free to post here and offer your experience or insight on the matter.
The Scenario:
The FFXIV:ARR Mogstation as well as the SE registration website require you to put in your country of residence; it will prompt you to click on a bar, and select one of the countries listed. Now for all the other people in the world who have been blessed by being in one of the countries in its exclusive and all powerful list, this is a good thing. But what happens to the people who live in a country that this list excluded and has deemed non-existent?
The Reaction:
I was horrified. I mean, I am after all, here -- playing among you. Which means I lied about my living in North America. Well, I knew this day going to come sooner or later; I realized at Launch Day that the billing options have yet again turned up like a police officer asking for my green card and papers. But this time, it broke down the door and is waving one of those permits I usually would see in the movies to my face as I reel back staggering in classic Renfield-fashion into the darker areas of my house like a vampire to a piece of garlic-glazed carrot. I have stalled the officer using wit but I only have 17 of doughn-- er... days left.
The Question (for the TLDR):
How do I register my payment information in the Mogstation if I can't even set my correct country in?
