Crossbar resets to default - for PS3

Having a couple problems with the crossbar defaulting to set#1:

Whenever I take out/put away my weapon (even when automatic after a fight is finished), my crossbar automatically goes to set 1.

When I have my weapon away, and select an action from crossbar 2 (ex:impulse drive), my crossbar goes back to set 1.... but I want to stay on set 2 because my next skill in the combo (disembowel) is on crossbar 2..

Anyone know of the setting to make it so the crossbar stops defaulting to set 1? This is really irritating that I have to either manually take out my weapon every time, or else I have to keep flipping pages with R1.....


For those who didn't understand what I wrote up top (it's hard to explain...):

This is what I want to do:
press R1 to set 2
use 3 skills in succession
press R1 to set 1
use the skills in set 1

This is what I have to do because the bar keeps defaulting:
press R1 to set 2
use 1 skill
bar defaults back to set 1
press R1 to go back to set 2
use 2 more skills in my combo
press R1 to set 1
and finally use skills in set 1
