Unable to 'complete' quest: Notorious Biggs

Time: 9:00am Australian Time
Frequency: tried 3 times, cannot proceed everytime

NPC name: Biggs, Y'shtola, Yda
Monster name: ?
Class/Level: cnj 44
Party or solo: solo
In-game time: around 12:00 Eorzea Time
Area and coordinates: Coertha Central Highlands (11,25)
Steps:
1. Quest battle would initiate
2. I would proceed to complete the battle
3. At the end of the battle, instead of showing "Duty Complete", my character and the NPCs merely stand around and do nothing.
