I am currently playing with a Gamepad on a PC and having a lotta fun. Since there is quite a few more Actions how is the best way to set it up? Should I try to use a secondary action bar or should I attempt macros?

You should be able to lay out all your actions and still have a lot of space if you use 2 crossbar pallets. Try to keep stuff grouped together in a way that makes sense to you. In my case, using MNK as an example, I have my combo's first step on R2 + X, second steps on R2 + Square and circle, and Third step on R2 + Triangle. R1 takes me to my second set which in those slots instead use AoE skills laid out the same way.
There are a ton of customization options for gamepad, like you can have a crossbar set only show up when in battle, you can disable bars you don't want to show up when cycling with R1 alone, etc.
I use 2 action bars. on all my jobs, it just takes 2 and its super easy to switch between them you just hit R1. and R1 to go back.
Set them up in a strategic way like for my WHM i have all my Healing spells on my L2 pad, all my buffs and other things on R2. And when I am not needed to heal I tap R1 put on cleric stance and do my damaging spells, take off cleric stance tap R1 again and im back to healing.
What I just started playing with is the /chotbar command in macros.
Simple example
/ac sustain <pet>
/chotbar change 1
1 press cast sustain on pet and automatically changes to my main bar
