Level 23 Gridania Conjurer cannot progress in the Main story line

My character has completed all of the Level 13 quest lines:

Skeletons in the Deepcroft
A Hearer is often Late
Light's Out
Salvaging the Scene

My character has Leia's Legacy but cannot progress because an ingame dialog appears telling me "I haven't made sufficient progress on "Fire in the Gloom" but the quest giver, Mother Miunne never gives the quest. All predecessor quests are complete. This bug seems to be unique to my character. I can't find any incomplete predecessor quests for my character in Gridania. I need this to get Airship license.
