Yes, when you register your PC/PS3 version, just register to the same service account, and you will be able to play on either platform, just DONT make a new service account, or be prepared to wait to have it fixed.

Also you will need a copy of game license for each platform registered to your Square Enix Account - Service Account.

The PS3 4-4-4 code will apply to your SEN ID which is then linked to your SQEX ID then you will select which ever Service Account to link up to.

If you have PS3 copy registered, you can easily add Windows platform to your Service Account via Mog Stations; however the reverse can't be done easily other than going through PS3/PSN to register as mentioned above regarding PS3 copy.
