exited airship landing before accepting quest; can't go back in now

Steps:
1. Completed pre-requisite quests leading up to Garuda
2. Entered airship landing to talk to Cid to accept the quest
3. Level was not high enough - quest requires lvl 44, I was lvl 43
4. I left the airship landing
5. The NPC no longer offers the option to enter the airship landing and merely offers the flight service to Gridania and Limsa Lominsa
6. Unable to proceed with the storyline now.

Just become a level 44 and you good to go. I did the same. I decided to see what happen when I reach level 44 I'II went back and the option was there.
