I've got a bunch of crafting materials and whatnot that I'd like to be able to sell so I can actually afford some of the stuff on the market board, but when I go to hire a retainer the woman blows me off. I'm level 20, am I seriously not able to use the market yet or am I missing something?
You need to progress to a certain point in the story, then the retainer system will unlock for you
Once you complete The Scions of the Seventh Dawn, which is a level 17 main story quest coming right after Into a Copper Hell then you get the ability to have a retainer.
Even though it unlocks after the quest mentioned above, don't forget to talk to one of the retainer vocates located in each city-state's marketplace. That's where you will be able to create a new retainer.
Ah, so pretty much everything is gated through main story progression then. Oh well. Thanks for the answers.
