[Problem] Provisioning/gathering GC quests sub par - Not enough

There's alot of issues here I see for this.

1) There simply is not nearly enough. There should be several spanning several levels.

For instance, right now its Papira, a lvl 7 fishing. It should have several gathering at least 3 from from each gathering at random levels.

Secondly, the amount of GC seals is not enough. Right now for Papira its taking my lvl 26 fisher a long time to catch Papira, because I'm so much higher level. But it would only give me 54 seals. Where as, I could go out and grind fates for 20x the amount of seals as this provisioning quest would give me in the same amount of time.
