It keeps switching to a different hotbar (always to the first hotbar I think)

I'm playing on a Windows 8 machine, using a 360 controller. I've had no issues with this until very recently (since last update possibly?), and now it'll intermittently switch to a different hotbar while/after I do a move. Quite often once I heal using a move on hotbar 2, it'll switch back to hotbar 1. Happens in some other scenarios too.

The two people I play with both have this too, so hopefully something can get looked at. Thanks.
