Unauthorized to summon mount

Time: Finished the CNJ mount quest at 11september, unable to summon~
Frequency:24/7, 7days a week.
World name: Cerberus (EU)
Character name: Ariely Lilith
NPC name:/
Monster name:/
Class/Level:Conjurer, 33(white mage)
Party or solo:/
In-game time:idk
Area and coordinates: Quest giver/ that unicorn that's included in the quest(?)
Steps:
1.I was doing the unicorn mount quest(yeah)
2.I re-logged and tried again, but it stayed the same
3.Always getting " unauthorized to summon mount". I have the skill in my tab"mounts".

No i have not, since they're 2 different quest/mount i didn't really think they're related

So in order to gain/use any other mount u need to get the chocobo license first.
