Unable to advance in Rank

I am currently unable to advance in rank with the Immortal Flames from Chief Sergeant to Flame Lieutenant even though I have met both requirements of completing Dzemael Darkhold after receiving the quest to do so from the Flame Commander as well as completing the rank 2 hunting log for the Immortal Flames. Have I encountered a bug? Am I doing something wrong? I have already submitted this same petition via the in-game help desk and I was directed to make a post here. I have been trying to solve this issue for nearly a week now. Please help.

You're not doing anything wrong and it's not a bug. It's just lack of info. To advance on last rank (Second Flame Lieutenant) you need to complete story quest. Then you will receive another quest from Swift and will be required to clear Amdapor Keep. After clearing it, you will be able to promote.
