Since I started playing the game it seems that when things need to render way off in the distance they flash white, or when I turn a corner and there is something going on it flashes white. I have an i5 3570k and a 770 with the latest drivers. Was wondering if there was a way to fix this or if it is normal.

I know this may be super-dumb, but have you checked the weather settings in the area you're in? Sometimes the weather is set to lighting storm, which gives off a white flash. At first, I thought it was my PS3 going nuts, until I realized it was a lighting storm effect from the weather.
Other than that, I'm not too sure. -

I've had this issue as well, I use a GTX-560ti. It's not from weather effects.

To fix this I just enabled full-screen window border-less, issue went away.
Give that a shot.
Make sure to post back if it works so people can confirm if this trick works for different systems. -

That won't fix it for me, I have been using borderless Full-screen windowed mode since day 1.
