Yell/Shout disabled?

So currently on Excalibur, there are absolutely 0 zero shouts or yells, in any zone.
When shouting myself to try and recruit for groups I get no responses, even for high popularity things, others are having the same experiences. Linkshell, tells and party chat are all working fine.
Have Yell/Shout been disabled, possibly to counter RMT?

If this is the case, this seems like an extreme solution to a minor problem.

With the amount of gil seller spam going on, most folks have likely disabled shout/yell. I know I have.

I wouldn't call gil seller spam a minor problem when it's cluttering all your chat window. I do miss the shouts from before the gil sellers invaded but to me turning off /shout is the better solution to such a distasteful eyesore. I would rather we had an easier method to report/blist gold sellers but until that's implemented /shout remains off.
