When you hit an aetheryte to change the difficulty, it should default the selection to the next hardest difficulty, not solo rank.
So if you're changing a 5-star rank quest, it should select the option to move it to 4-stars when you bring up the "change levequest difficulty option"

This makes sense. It's easy to make mistakes with how slow the UI loads and better err on the side of caution.
