That just be a mistake from their end. I just downloaded it a few days ago and I live in Sweden.
Hope they can make it available to everyone soon!
create a US itune account to dl it, thats what i did.

Or just switch stores and find a zip code from anywhere in the US.
It should be there as I got it on NZ iTunes... Check it under iPhone for "Libra Eorzea (iTunes AU)".
