Forums need stricter moderation (possible peer moderation ideas)

There are too many useless threads on these forums.

1. TITLES: The title should actually be a description of what the thread is about. Titles like "I'm mad" or "I'm quitting" or "This is awesome!" offer no insight about what the post is about.

2. NEGATIVE OPINIONS: Everyone deserves to have a voice, but posting a negative opinion with a whiney tone and no constructive feedback is a waste of valuable front page space.

3. CONTENT: Is your post really worth everyone else's time? Ask yourself this.

4. NEW THREADS, OLD DISCUSSION: Is there currently a discussion about your ideas already undergo on the forums? Yes? Don't make another.

SUGGESTED FIX:
Divide the forums up into two parts. A "published" section and a "in review" section. Add an option for readers to simply click "endorse" or "reject." If the ratio of "reject" to "endorse" reaches more than 1:1 after X amount of reads, the post disappears from the boards forever. Otherwise, it is published.
