Unable to complete the quest "In for Garuda Awakening"

Frequency: every time
World Name: Exodus
Character Name: Elizzaric Chamblee
When i reach the last step of the quest "In for Garuda Awakening" which is to attune to the aetheryte crystal to finish the quest and add howling eye hard to duty finder is then boom!
I click on the atheryte and it says attuning then the on screen message pops up sayn quest complete the howling eye hardmode added to duty finder but the quest stays in log and garuda is not added to duty finder.

It does not give me the choice to quit the quest and no matter how what i do whether i logout or zone switch....
