World Transfer Questions

Hi! Sorry if this has been posted before, but I can't seem to find the information I'm looking for >< Anyway, so I am a NA legacy player whose server (obviously lol) got grouped in the JP list. I had stayed for my FC when they allowed the option for server transfers in beta; however, I have since left them and myself and several of my friends are planning to transfer to a less populated NA server for a better, lag-free playing experience...and to make our own new free company \^^/ So, for the questions:

When exactly do world transfers start?
How much will they cost?
Can legacy characters still only transfer to other legacy servers?
Are the applications for world transfer out yet?
