From what I've been able to gather the buff tooltip is showing information from FF14 1.0. The correct information, however, is given on the skill tooltip which means Fists of Wind is naught but a self movement speed buff.
Keep in mind that you can actually consider movement speed to be a DPS increase in some fights where you have to run out of 360 degree AoE's and back in often.
Better than Fists of Fire? Probably not. But perhaps a little safer.
As much as I enjoy a bit faster running speed. I would never take FoW over FoF. Even if FoF was nerfed to 5% dmg.
I switch between FoF and FoW quite a lot, depending on the fight and which part of the fight it is. Losing GL stacks because you weren't fast enough to chase after a boss is a bigger dps loss to me than 5% from FoF.
Just my opinion, of course :)
I know I used FoW during the bombard phase of Isgebind, no doubt other fights have moments wherein a speed stance is useful, it doesn't takes long to switch stances either way, if you can do it, ever the better
