If you add a new character...

So I wanted to add a new character so I could see if I wanted to re-roll as a different race whenever the battle changes hit (the bad battle system is the only thing keeping me away from the game atm); and I was wondering if the extra $3 per char still applied?

There are no charges at the moment, even on alts. Have at it.
