Config Missing Please Help

I had no issue with config file with beta client but it was removed. Since then I have downloaded client and installed to both SSD combo drive and second drive, as administrator and have checked SE folder and My Games folder with each attempt. Searches for file also find nothing. Is there something I'm missing? Support only responds with useless emails.

I am using Win 8 Pro 64
Toshiba Qosmio X75
Intel I7-4700 @ 2.40
Nvidia GeForce GXT 770M

Update: Loaded from client download on another pc with Win 7 and still no ffxivconfig.exe. Is this file missing from installer now?
