Server congestion and Character restrictions

Currently some servers are so congested that character creation is restricted for some.
Question is what are you going to do concerning those who are set up for standard subs on restricted worlds? I am not talking about creating another character on a different server with no restrictions. If someone pays to have X number of characters on the same world, then they should get what they pay for. Being told to create another character on another world just avoids the issue.

BTW, Class and level is wrong on avatar on this post. Needs to update faster :)
