I saw that the lvl 30 guildleves are accesible to me now and i'M lvl 23. Is it save to do them or I should really wait to get lvl 30?

At 23 you should probably buddy up to do them on 1 star.
Yep. If you get an ally or two you get great SP doing them even at one star.
