1. Recieved quest A Relic Reborn (Veil of Wiyu).
2. Cleared quest points until required to turn in a Erudite Picatrix of Healing fused with 2 savage might III materia.
3. Unable to complete quest with specified requirements complete (see screenshot)

It's a known issue. What I do believe you have are the requirements for the Scholar RR quest so you might be able to trade one that is in a similar predicament.

Scholar items require quicktongue. Got the same problem last night.
