I have a lot of friends who want to create characters on server Behemoth, but can not in any way, are already trying to one week and nothing, anyone could shed some light? Will shortly after maintenance on 12/09 Behemoth may be released to the creation of characters?

Unfortunately there's no official word on exactly when any server will/will not open for new characters. I'm not even sure SE know as they seem to be changing all the time, probably they're trying to load balance as best they can with the system as is it is now. Hopefully after the maintenance character creation will be eased, but I'm afraid no one knows for sure right now.
