Serpent Lieutenant

Just wondering when this will be unlocked for me...
currently level 50 one step away from finishing the main story
Already have rank 2 hunting log....

Officer says speak with the commander about a trial and I am already the rank right
below the Serpent Lieutenant how do I unlock it? Is it >main story line>amadpor keep?

or something else....Commander does not give me any quest even at 50
