Leveling through F.A.T.E.

*Before any more drama is coveted about the balance of F.A.T.E.'s, I would like to state that in my eyes they're the same as a Quest, story or side, evne though I always prioritize completing quests around my level. That said, avoid replying to this statement. Thanks.

Lv44WHM. I've seen how the influx of quests from around lv 30~40 has gone suddenly down, or maybe disappearing, enforcing me to grind sometimes half a level, sometimes a quarter, and sometimes the whole level. My story progress sets me at Garuda, but I'm having trouble beating her, so I decided to try to grind a little first (as well as hitting 45 for the respective WHM class quest) and improve my gear before retrying. I don't know where to head for a proper grind.
Coenthras is the only place I've more or less seen some proper leveled fates, but the map is so big and the level range so wide that sometimes I'm not getting to places in due time.
Is there any other better place?
