I already have a character on Excalibur, I want to create a alt on the same server as my 250+ member Free Company.
Why can I not do this?
I can understand you restricting "new" people creating characters, but there is nothing to be gained restricting people already there.
All you are accomplishing is making sure I do not pick a subscription plan. I am obviously not going to pay for the multiple characters one.

probably because they do not have the ability to seperate the restriction based on whether you have a character on said server or not. Their restriction is most likely a all or nothing deal!
Good question. Maybe they're waiting for the first month to be over... considering everyone is on their free 30 days at the moment. Why go through the hassle of restricting players from using alts they already made that don't wish to pay for them? Easier to restrict them now and then unrestrict those who wish to pay for them. They already have loads of people that made alts during open beta that they have to deal with. Could always go prepay for a month as an eight character sub and see if it unlocks it for you. I really don't know though, that's just my guess at their reasons.
I agree, they should have made the restrictions account based like other major MMOs do.
