Personally I'm leaning on no.
Initial potency is 100 which can crit.
Potency per tick is 20 and there are 6 ticks leading to 120.
Now shield swipe is 210 ._.
Honestly, I don't think it's really worth the time to use fracture at all.
Aggro wise, after it's DoTs, it totals up to 600 (with shield oath, source: http://valk.dancing-mad.com/?page_id=231). This is the same amount of aggro generation that a non combo'd savage blade would provide.
Thoughts and opinions?
It's best used with FoF for the damage boost, and its nice to place on a mob before you run out of an aoe or something. If you use it you want to try to keep it up and not clip the dot duration but not at the expense of gaining hate.
In other words, it's decent when used right. Better than other options in most cases.
I don't really see fracture as worth it. It's a pure threat loss in any rotation. Just because it ticks when you arent attacking something doesnt mean it's better than just hitting them with a hard single attack.
It's purely a dps boost, and it's a very minimal one at that - 220 potency provided it lasts the full 18 second duration. It's certainly not bad to use it, but unless you're fighting multiple mobs and spamming it across them all at once, you'll barely notice the difference over your regular blade combos.
I don't see Fracture worth taking over the (admittedly just as situational) utility of other cross class options, though.
my gld and mrd and only 19 and 26 respectively so my opinion might have traces of ignorance, but using fracture = not being able to use the enmity rotation, when every other member of the party, by virtue of them just doing their stuff (healing, hitting), are piling more and more hate... when i look at the hate bar at the party window, i could see other members' enmity increasing steadily everytime im not churning our my fb > sb... so i probably wont use fracture unless im absolutely sure i can spare a few rotations of non-enmity generation skills without losing hate
