Quest - Sheep to the Slaughter broken

In this quest you are to gather meat and skins from karakuls and then turn them in to 4 NPCs. TWO of the Four NPCs do nothing when you try to turn in the items. All the buttons on the hotbars dim for a second like you might begin to interact, but then nothing happens and the buttons return to their normal brightness. I tried turning in last night, and this morning, with a complete log out and reboot of the computer in between.

NPC name: Martiallais & Saistenioux << These are the two NPCs who will not interact properly.
Class/Level: Conjurer/Whitemage / lvl 36
Party or solo: Solo
Area and coordinates: Martiallais is in the Skyfire Locks area of Coerthas at 25x23y Saistenioux is in the Dragonhead area of Coerthas at 28x25y
