Can someone explain this event?

I have read the dialog a few times from the npc but i sitll dont understand how to farm the bomb ashe needed for the items.

Go to bloodshore and do the Fate

You're further than I am. I've not yet been told there was an NPC to talk to about the event. Or that the event was going on.

look for a F.A.T. E, Return of the King
get Wet bomb ashes
trade them for the swimsuit items
