Im lvl 30 now and seen many people with mounts.
You need to join GC and first quest there is to get your own company chocobo - you need to gain 2000 company seals to purchase the Chocobo Issuance from GC NPC and then nearby Chocobo "dealer" will get you one.
To add to this, you need to have finished your main quest up.to the point where you fight Ifrit. After that, your main quest will.send you across the three main cities to listen to speeches given by their leaders and afterwards when your return, you are promoted to join a Grand Company. (GC for short)
Once you officially join your GC, a NPC in the HQ of your GC will.offer a quest to acquire a Chocobo but first you must acquire a Chocobo license which as mentioned before, costs 2000 seals that can be acquired by Fates, GC leves, Delivery quests handles out by your GC and completing GC hunting logs.
