Indigo Herring - What Bait & Where?

I seem to have caught one before in Costa Del Sol I guess but I'm not sure if that is the best place to catch them, furthermore I have no idea which bait works on them, does anyone know? Any help would be much appreciated!

Ive caught them in Costa Del Sol and The silver bazaar. I preferred costa, think i used Spoon worm maybe?

Im pretty sure I was catching these on south blood shore with spoon worms
