Where are the dev tag threads for the English forums referenced in patch 1.17a notes?

Where are the threads for the other 20+ dev topics? What's the point of having the development progress/testing in progress forum if they're not even going to be used? I'd really like to see these forums taken advantage of more, seems like their usefulness for communication is being wasted.
