Suggestion: Split /shout channel into /shout and /help

Right now the /shout channel is used for several different purposes:

1. Players asking for help
2. Players looking for groups outside of duty finder
3. Gil sellers spamming
4. Players repeatedly posting long FC recruitment messages
5. Players chatting about everything on their mind with the entire zone

Now I understand that items 4 and 5 are important to some people and that's fine. The problem is that there's no way to filter that stuff out of the chat without also sacrificing item 1.

My suggestion is to add a new chat channel "/help" ("/h" for short). Players should be encouraged to use this channel to seek help with game questions. This would allow people to filter out the general chat that oftentimes completely fills up the chat window while still helping others in the community.

If possible, SE could institute a 1 post/10 minutes restriction to combat spam/off-topic posts.
