Not sure if was changed for ARR release, but in 1.xx turning in Items, each Items was counted as a Quest. At the current Rates in ARR it will take years to acquire either of the Achievement Earrings/Ring.
Current Rate for Provision 3 Turn in a Day 7 a week equaling only 1092 for 1 year. Taking almost 5 years to attain Ring.
