Quest turn in bug involving HQ Items

I was doing the level 5 weaver crafting quest and made 3 Breeches. I ended up making a HQ pair which doesn't seem like it counts toward the quest.

I went to turn it in and handed him the 3 pairs (One being HQ) and it askes "Are you sure you want to turn a HQ Item in?" Yes I do, they're useless.

I go through the whole ending quest cut scene and choose my reward then when I hit complete, nothing happens. I get an error in Japanese. Heres a pic of it

It's an annoying bug because I had to go back and craft another pair and had people waiting on me.
