So long as you have a copy of the PC game and registered it on the MoogleStation. After that you should be able to just log in through the PC launcher with your account already. Don't have a PC yet that can run XIV:ARR so I can't say from personal exp. but I'm pretty sure that's what Yoshi-P said in a Live Letter some time ago.

Sure can. I play on both PS3 and PC, depending on what I feel like at the time.
