If a player makes the same exact statement in /shout, /yell, or /tell more than 3 times in a minute. How about you just boot them out. And if it happens multiple times, then lock them out and investigate them.
I know guilds spam in a similar manner to get new members. But if they're sending 3 spams a minute maybe they should be warned too.
Most the spammers I've seen send 1 message every few seconds.

Thanks :) I'm hoping they'll realize that this sort of issue irritates players and can make the economy worse than it already will be. I can't walk into a city without seeing 2-3 messages every 10 seconds. And there is no easy, quick /report spam option or /ignore player option via right click.
That's another idea too, if enough players right click and /report spam on you, you get booted and investigated or at least silenced/stiffled from using shout, yell, or tells. It's only a matter of time before we start getting tells.
