Character creation question/issue

So at the moment I have a character on Hyperion (Legacy/NA) server and my highest level a 36 BLM.

Apparently my guild is on Balmung (Legacy/NA) and I wanted to make a new character over there (a lancer) but the server appears to be locked. I could have sworn on the most recent locked servers list that Balmung was NOT on it, or maybe I misread it. Is this a bug? or can I not have 2 characters on 2 different legacy servers maybe? Anyone have any idea? I guess it could just be plain old locked, but it wasn't listed :(

They periodically open and close servers in response to the amount of logins and people in the main cities. If your server isn't locked you can apparently have better chances at making characters during off-peak hours such as the early morning or late night.
