Is RCN your ISP? I'm assuming that this has to do with the lag/throttling of EU ISP's?

Yeah. RCN is my ISP here in the USA. Alot of people had posted that they also have had issues with RCN. So, I figured I would post an update so people weren't kept waiting on RCN to get back to them.

Thanks for this. Got RCN too and am having the same lag spikes/R0 problems. It didn't seem like it was a problem with the ISP based on what we've gathered, and good to see some confirmation. Hopefully SE gets on the problem soon. Playing using a VPN really sucks. =D

A mod closed the other threads and said the issue was being looked into, so things are at least looking up from a few days ago.

yeah I called up my ISP today aswell, and they say it isn't on their side of the connection either that seems to be the problem, just shoddy coding on SE's side I'm guessing
