Steps:

I just completed Bowl of Embers (Hard) for my relic quest. The quest progressed to the next step to kill Garuda (Hard). However, it did not unlock it in the duty finder so I can que up for it.

I logged in today and the duty finder still has not updated.

You have to go to Papalymo to continue the questline.
