NPCs and world-things loading slowly

I'm having real problems with NPCs not loading, having to stand up to a min in a location I know they are before they show up.

Second but I think related issue is that some world-objects such as bridges and in some cases stairs are not "really" loaded and I just run right through them.
Also had alot of cases of falling through the world.

I don't have the best rig in the world, but it is over minimal requirements.

Anyone know if there's any reason this is happening? or are the minimal requirements just not really minimal requirements?

Started happening to me after yesterday's patch. I have no lag or high latency, it's just NPCs and even minimap icons for quests/Aetherites disappear and reappear.

Forgot to mention one thing, while riding choco I get "stuck" on invisible walls, like if the game is not letting me run farther until it's loaded the next section.
Also it's not a network issue, different comp right next to me has no problem at all, only difference is just slightly better hardware in that rig.
