Can't complete quest "Axe in the Stone"

Character: Arcturus Prima
Server: Leviathan

I cannot seem to complete the quest "Axe in the Stone". I'm told I need to break three rocks using a Heavy Swing, but when I target the rock and try to use Heavy Swing, it tells me "Cannot execute at this time". If I start spamming the hotkey, I can eventually get a swing in, but the rock isn't affected at all. I've abandoned and reaccepted the quest multiple times, but no luck. I've watched a YouTube video (http://www.youtube.com/watch?v=1qUuhyEW9DA) showing the quest, and I'm doing everything just like in the video. I've also seen plenty of other characters breeze through without an issue. Is there something I'm just doing wrong?
